The purpose of this Memorandum of Understanding (MOU) is to define the roles and responsibilities of the FBI, the Huntsville Police Department, and participating agencies in formally establishing the Tennessee Valley Threat Assessment and Threat Management Team. This MOU also provides guidance for the coordinated assessment and management of targeted violence threats.
