State competitive bid law (Section 41-16-51(a)(16)) allows government agencies to buy goods and services through cooperative purchasing agreements that have already been reviewed and approved by the Alabama Department of Examiners of Public Accounts (ADEPA).  These agreements use contracts that were competitively bid by other public entities, and ADEPA has confirmed that the competitive bidding process used for those contracts meets Alabama’s requirements.  NASPO ValuePoint is one of the eight cooperative purchasing programs approved by ADEPA.  To use a NASPO ValuePoint contract, a participating agency must sign a Participating Addendum.  This addendum is a two-party agreement between the agency and the contractor.  It adopts the terms of the original competitively bid contract and adds any requirements specific to the participating agency, such as ordering procedures or additional terms and conditions.
