State competitive bid law (Section 41-16-51(a)(16) allows government agencies to procure goods and services through cooperative purchasing agreements that have reviewed and approved by the Alabama Department of Examiners of Public Accounts (ADEPA). These agreements use contracts that were subjected to the competitive bid process by other public entities and ADEPA has confirmed that the competitive bidding process utilized by these entities meet the State of Alabama’s requirements. NASPO ValuePoint is one of the eight cooperative purchasing programs approved by ADEPA. To utilize this contract, participating agencies must sign a Participating Addendum which is a two-part agreement between the agency and the contractor adopting the terms of the original competitively bid contract and adds any requirements specific to the participating agency such as ordering procedures and any additional terms and conditions.
